Linenhall fronts onto St Martin's Way and Stanley Street. It is inside the City Walls and in a Conservation Area. The current use of the site is a car park, with its previous use being racecourse stables up until 2006. It is in the Local Plan allocation for housing.
There was detailed planning consent in 2007 for 144 private apartments and car parking (lapsed); Detailed planning consent in 2013 for 500-bed student housing scheme and car parking (lawfully commenced in 2016 but not completed). There have been several temporary planning consents for a surface car park since 2009 (current consent for 5 years to 31/12/27).
The site has potential for residential development, as evidenced by plenty of developer interest over the years. However, Linenhall currently provides an important income to the Race Co and, for this reason, the site is not being actively marketed.

Since 2012, Chester has taken a strategic long-term view of how the city could evolve and thrive. Our One City Plan sets out a vision for a modern, vibrant city where the public, private and community sectors are working together to make Chester a fairer, stronger, and greener city.
First published in 2012, the One City Plan set out a strategic vision and regeneration priorities for the future of Chester over a 15-year period. This resulted in over fifty projects with a combined investment of almost £1 billion.
